FEDERAL HIGHWAY ACT OF 1982. HEARING BEFORE THE SUBCOMMITTEE ON TRANSPORTATION OF THE COMMITTEE ON ENVIRONMENT AND PUBLIC WORKS. UNITED STATES SENATE, NINETY-SEVENTH CONGRESS, SECOND SESSION ON S2315
The Hearings are presented on the Bill (S2315) to authorize appropriations for the construction of certain highways in accordance with title 23 of the United States code, and for other purposes. Opening statements by the following Senators are presented: Lloyd Bentsen, Jennings Randolf, and Steve Symms. This is followed by the testamonies of witnesses. These statements address several issues including the Federal role in the urban and rural programs, category consolidation, criteria for allocating discretionary bridge funds, certification acceptance procedures, and the transferability of funds among Federal-aid programs. Program decisions related to these issues have direct consequences as to how effectively the Federal-aid highway program addressed the needs of our transportation system. Additional statements from the representatives from the States of Kentucky, Georgia, New York, and various Associations and Institutes are also presented.
