METHODS FOR IMPROVING HIGHWAY FINANCING IN IOWA

This study of highway financing methods in the State of Iowa was carried out to provide insights to state level decision makers regarding the problems that exist in this field, and to identify possible policy actions. Like other states, Iowa has relied upon user charges to finance its highway system, but user-generated revenues have not kept pace with maintenance and construction costs. The study explored the use of indices to stabilize motor vehicle fuuel tax revenues, including ad valorem, consumer price index, and highway cost index approaches. The most desirable index was a composite made up of two FHWA indexes, the construction price index and the maintenance and operation price index. The document also examines the issue of heavy vehicles for highway use, focusing particularly on equity considerations. The researchers derived a graduated motor vehicle fuel tax, with rates specific to Iowa, designed to generate $300 million in highway user taxes annually. highway user taxes annually.
