In France, the technical control of trucks of less than six tons, vans, automobiles, is not required. In order to estimate the efficiency of regulations, le Service des Mines and l'Organisme National de Securite Routiere have conducted investigations based on 2,000 accidents with 500 vehicles in seven centers. For each accident reported by the examiner of the center decides upon the inspection of the vehicle if there is a possibility that the accident was caused by a mechanical failure. The brakes, tires (the wear and pressure), suspension, steering lights and signals, the interior arrangement, and visibility are then inspected. The true role of mechanical failures in an accident is judged qualitatively by the coordinator of the study. In the same way, an investigation is conducted on the road by taking a sample of representative vehicles, in order to establish the distribution of the most frequent mechanical failures. A cost-efficiency study enables us to judge the relative utility of different methods of obligatory controls.
