EVALUATION OF A TRIAL BASSINET RESTRAINT LOAN SCHEME

Approximately 43 passengers under the age of one year have been killed or injured in motor vehicle accidents annually in Victoria in recent years. For infants up to six months old, properly restrained bassinets offer increased protection; however, problems such as the high cost (exacerbated by the limited usage time) of such restraints are reflected in low usage rates. To overcome these problems, the victorian Government instituted a bassinet restraint loan scheme on a pilot basis in the City of Knox in 1982. The scheme was administered through the infant welfare centre network with restraints being hired out at a nominal fee ($5 or $10) for five to six months. An operational evaluation of the scheme was conducted and it was concluded that the scheme was a success in terms of efficient operation and in the provision of restraints to an age group which has had low restraint wearing rates in the past. While no evaluation of the effect on infant casualties could be undertaken because of low numbers, there are indications that such a scheme is likely to be cost effective. (Author/TRRL)
