EDUCATION PROGRAMS FOR CYCLISTS AND MOPED RIDERS. A LITERATURE REVIEW

Traffic education programs can be considered as one of the measures that can be taken to improve the traffic safety of children and youngsters who are a special risk group. In order to obtain an insight into the quality and usefulness of the traffic education materials so far developed, bicycle and moped programs that are internationally available have been reviewed. Traffic education is in most countries obligatory for primary schools (6-12 year olds), but this is not the case for secondary schools (12-17 year olds). A review of the literature indicated that the larger part of the teaching materials are designed for primary schools, and that this material is in some cases of an acceptable level of consistency. However, an empirical foundation, or an evaluation of the effects on traffic behaviour is mostly lacking. The situation with regard to bicycle programs for secondary education is even worse. There are hardly any programs available, and those which are available are limited in scope and content, have no empirical foundation and have not been evaluated. For one program a process evaluation has been carried out, the results of which are discussed in the paragraph related to instructional variables. (TRRL)
