HANDBOOK FOR ESTABLISHMENT OF SHIPPERS' ASSOCIATIONS: APPLICABILITY AND PROCEDURE
This manual describes the process of forming and maintaining a shippers' association: a mechanism whereby a number of small shippers can ban together to co-load shipments and negotiate for better rates. The document starts with an overviw of the for-hire freight service industry in the United States, and how its structure affects shippers in low density areas. The document then reviews key legislative and regulatory changes affecting these areas along with the legality and growth of the associations themselves. The section on association operation includes material on freight flow patterns, patterns for rate setting by associations, and asociation effectiveness. An appendix summarizes other research on shippers' associations, focusing on their various activities and overall utility.
