The memorandum, submitted by the Transport and General Workers' Union, discusses the Department of Transport social cost-benefit analysis model and the way it is applied by the government to allocate subsidies to public transport services by road, rail, air, and ferry. Mention is made of the need for introducing concessionary fares, and of the privatisation in the bus industry, the railways, the airlines, and the ferries and its repercussions. (TRRL)
