FINANCING OF PUBLIC TRANSPORT SERVICES: THE BUSES WHITE PAPER. SECOND REPORT FROM THE TRANSPORT COMMITTEE SESSION 1984-85 TOGETHER WITH THE PROCEEDINGS OF THE COMMITTE, MINUTES OF EVIDENCE AND APPENDICES. VOLUME 1: REPORT AND MINUTES OF PROCEEDINGS

After placing the inquiry and the White Paper in their context, the report outlines the White Paper's diagnosis stating that the problem of the industry is that regulation has kept costs high, has inhibited the development of new services and technologies, and through cross-subsidy, has maintained an archaic pattern of services. A discussion is presented of the effects of the proposed regime as regards competitive practices, safety, minibuses, taxis and shared taxis, congestion, service coordination and integration, coordination with education services, concessionary fares, service loss due to deregulation, and effects on local planning. Possible regimes are considered, and special attention is paid to the evidence of the 1980 Transport Act experiments in evaluating the likely consequences of the government's proposals. Implementation is detailed as regards: proposed registration of services, tendering, restructuring of the bus industry, fair competition, and timing. The last section of the report presents possible solutions to the difficulties encountered and some final conclusions. (TRRL)
