National Strategy for the Marine Transportation System: Cultivating a Resilient and Sustainable Blue Economy 2023 - 2028

This 2023 National Strategy was developed by U.S. Committee on the Marine Transportation System (CMTS) members through continued collaboration and multiple reviews. This report presents 26 action items, established by CMTS members, organized under five strategic priority areas. The priority areas are: (1) strengthen unity of effort in the marine transportation system (MTS); (2) advance the health, welfare, diversity, and growth of the MTS workforce; (3) enhance the safety and security of the MTS; (4) strive for a sustainable MTS; and (5) support optimal performance of the MTS supply chain.
