Part 1 of the article identifies the needs for: rational design processes for bituminous mixtures, low temperature elasticity for binders, more logic in specifying materials, and material payments to be related to their quality. Part 2 considers whether a more fundamental engineering approach to the construction of flexible pavements might not be implemented in such a way as to encourage the development of better materials, better methods, and hence better roads.
