THE MARSHALL RECOMMENDATIONS IN PERSPECTIVE
The paper describes the major influences since 1970 on highway maintenance management, in particular the local government act 1972, and their relationship with the Marshall report. Eighty recommendations were made by the Marshall committee, many of which are now an accepted part of central and local government maintenance practice. The Marshall standards are discussed and the need to use the right standards rather than those based on the precedent of established practice is stressed. The work now being carried out by the local authorities associations and the Department of Transport on their respective codes of practice is described and finally conclusions are drawn on the relevance of the Marshall report in the 1980's.
