CONSUMER PREFERENCES FOR BRIDGE OPERATING STRATEGIES TO REDUCE CONGESTION
The Tappan Zee Bridge has been described as a bottleneck because it is the point along the NYS Thruway, Tappan Zee Bridge, Cross-Westchester Expressway corridor where traffic congestion is most apparent. As part of a long-term study program for this cooridor, a survey of bridge commuters was conducted in early 1983 by NYSDOT and NYSTA. Its purpose was to determine user travel patterns and preferences for alternative means of travel. This information served as the basis for evaluating user preferences about policies which could improve daily traffic flow. Trade-off analysis, a technique which measures and ranks consumer choices, was used to determine policy preferences. This technique has been used in other projects by NYSDOT and others. The results of this study show that bridge users do indeed have strong preferences toward improvement strategies. Overall, they preferred an express bus service to any ridesharing incentive. Travel time savings did not appear to be an important factor in either policy. Those considering the express bus service preferred a low fare, with parking at either one or many locations. Respondents who favor the ridesharing policies preferred parking availability over a reduction in ridesharing tolls. (Author)
