AIRPORT OPPOSITION: EXAMINATION AND PROGRAM DEVELOPMENT

For an individual to rationally oppose airport development at a particular site, the cost of opposition must be less than the expected payoff of that opposition. Of the many possible means of reducing opposition, four appear particularly promising: redistribution of airport benefits, congestion pricing, compatible land use control, and noise abatement operating procedures and technology. A program is recommended to test the accuracy of the public's perception of new airport development.
