IMPACTS OF REGULATORY REFORM: DISTRIBUTION PATTERNS AMONG TWENTY-SEVEN BUSINESSES IN SOUTHEASTERN UNITED STATES

The report presents the results of a detailed examination of twenty-seven firms in nine chains of distribution providing goods to three different communities in North Carolina., The research traces shipping patterns, the utilization of transportation alternatives, the methods of payment of freight charges, the locations of transportation decision-making, the presence of rate discounts, and the perceptions of rate changes among firms at the retail, wholesale, and manufacturer/producer levels of these distribution chains. The research methodology is that of individual case studies. The research results indicate that regulatory reform of the interstate motor carrier industry is performing well with new levels of competition and new opportunities for shipper costs savings becoming established in the industry. However, there are also indications that a number of new directions in the industry are emerging which are neither well documented nor understood, and are in some cases, unknown to federal policy makers. The nature of some of the changes in the industry is so fundamental that the established terminology is no longer fully applicable. (Author)
