A task force commissioned by the Civil Engineering Economic Development Committee investigated and reported on the efficiency of the pre-construction procedures for motorway and trunk road schemes. Volume 1 of the present document contains: Part 1, the views and recommendations of the EDC after consideration of the original task force report plus the additional evidence provided during the consultation period; Part 2, an updated version of how the system currently operates. Volume 2 contains a selection of the large amount of evidence submitted. (TRRL)
