DOCUMENTATION OF NEW YORK STATE REGULATION REQUIRING DRIVERS WITH LEARNER'S PERMITS TO USE SAFETY BELTS

New York State recently enacted a regulation that motor vehicle drivers with learner's permits use safety belts while operating a motor vehicle. The regulation is of special interest because it is the first of its kind in the United States. This report documents the procedures involved in enacting and implementing the new safety belt regulation.
