INSTITUTIONAL AND SOCIAL BARRIERS TO THE INTRODUCTION OF ALTERNATIVE FUELS IN SOUTH AUSTRALIA: A REPORT TO THE DIRECTOR-GENERAL OF TRANSPORT

This study is a preliminary assessment of the scope and nature of non-technical barriers to the introduction into South Australia of alternative transport fuels (liquefied petroleum gas (lpg), compressed natural gas (cng), alcohol blends, neat alcohol and electric vehicles). The main features of successful implementation are: (a) strong government planning policy and economic support for the new fuel; (b) the provision of a well developed consumer "support" infrastructure including trained personnel, adequate refuelling outlets and servicing facilities, readily available equipment and clearly enunciated and consistent regulatory guidelines; (c) pricing policies by government and industry that guarantee longer-term comparative advantages to new duel consumers; (d) appropriate standards, codes and regulations for all aspects of fuel supply, distribution and use; (e) assured fuel supply conditions for at least the medium term; (f) positive participation by both the automotive and fuel supply industries in new fuel use. A lack of readily and widely available information on alternative fuels is a major barrier to consumer interest and use. It is probable that the South Australian government will need to take the initiative in establishing effective communication and information systems for new fuels. It is advisable that overseas programs are carefully studied. Above all, the close co-operation of government and the oil and automotive industries will be required for any major program for new fuels use. (TRRL)
