THE FOURTH VASAP ANNUAL REPORT TO THE GOVERNOR AND THE GENERAL ASSEMBLY, CALENDAR YEAR 1978

This report is the fourth report on the operations of the Virginia Alcohol Safety Action Program (VASAP) which was established by House Bill 1662, effective March 24, 1975. The purpose of this law, and others which amended the original legislation, was to reduce the near-epidemic proportion of highway fatalities where drinking and driving has been identified as a major cause. VASAP combines strong deterrent policies as required under the law and administered by the courts, with the referral of the defendants as demonstrated by their needs to various alcohol-oriented driver education and alcohol treatment modules. Another important study outlined in this report is the Special Judicial-VASAP Survey Report conducted by the Virginia Highway and Transportation Research Council.
