PROTECTING THE INTEGRITY OF THE DEPARTMENT OF TRANSPORTATION'S TRUCK SAFETY AUDITS
This hearing highligths three troubling findings: One, the Bureau of Motor Carrier Safety does not adequately respond to whistleblowers' allegations of truck safety violations; second, it has no procedures for reacting to questioned safety audits; and, third, no procedures for sampling or otherwise monitoring its enforcement personnel to detect shoddy or intentionally misdirected audits. The central problem is the Bureau's inability to maintain an adversarial role with the industry it is expected to regulate. It follows that the Bureau would see little point in protecting the integrity of its enforcement investigations and would discourage whistleblowers by ignoring their allegations. (Author)
