Part 5 of this report reviews foreign experiences with mandatory seat belt use, in Canada, Australia, Great Britain, Sweden and Puerto Rico. It also includes a table "Jurisdictions with restraint use laws/fatalities and injury reductions/usage rates/child restraint provisions as of July 1981."
