REGULATION, LEGISLATION AND THE TEAMSTERS. AN EQUATION FOR HIGHWAY SAFETY

In 1978, 5075 Americans were killed in accidents involving heavy lorries, an increase of 53% over 1975. During the same period the number of all highway fatalities increased 12.6%. Fatalities to occupants of heavy lorries numbered 1010, an increase of 41% from 1975, whilst fatalities to occupants of cars rose only 7% during the same period. This article quotes the results of various studies to illustrate the problem of heavy vehicle involvement in accidents. It describes a spot inspection program conducted between mid 1978 and March 1979, and outlines the roles of the executive agency, legislature, and the unions, in a concerted effort to keep defective and unsafe vehicles off the road.
