STRATEGY PLANNING FOR URBAN ROAD SYSTEM DEVELOPMENT AND MANAGEMENT
The paper describes the formulation and application of a goals achievement methodology to evaluate alternative road transportation strategies. The method was used to develop an appropriate road transportation development strategy for Manila, capital city of the Philippines, in a project funded in part by the World Bank. (Author/TRRL)
