LOCAL AREA TRAFFIC PLANNING WITH A MICROCOMPUTER
The escalating availability and power of microcomputers are bound to have a profound influence in transport planning and design. This paper describes the development and application of a microcomputer version (MULATM) of the local area traffic planning model LATM, as a pointer to the possibilities for using microcomputers in transport/traffic planning. The typical microcomputing environment is explored, and the philosophy, constraints and advantages of microcomputer applications are described. These include fully interactive input/output, colour graphics displays, and differences in program design between mainframe and micro-systems. MULATM is a model representing "state-of-the-art" technology in local area traffic management. It can analyse local network performance under a wide range of conditions including full and partial street closures, installation of speed control devices, signal coordination, roundabouts, and alternative streetscape designs (eg, shared zones, Woonerf). The model is used to compare a series of alternative traffic management plans for a residential area in Hawthorn, Victoria over the period 1974-1983 using three new indices of local area permeability to through traffic.
