REVIEW OF ACCESS AND PARKING DESIGN STANDARDS AND CODES

Building on previous research into land use traffic generation, the author reviews driveway and parking area design requirements and codes, with particular regard to limitations imposed by planning policies and practice. The review is based on recent work by the author which resulted in new guidelines and codes being adopted in New South Wales. Access control and parking policies are first reviewed. Practical problems in the translation of research oriented parking demand requirements into appropriate local government parking codes are then reviewed and a recommended code discussed. Flexibility in application is a key issue. An assessment framework for reviewing site by site variations is presented. Geometric design requirements are reviewed, based on specific design vehicles. Finally, new guidelines for driveway locations and design are presented, incorporating revised sight distance requirements. While this paper presents codes and guidelines for only one state, it is hoped that it will provide further impetus for the development of more uniform national codes. (Author/TRRL)
