TELFORD MOTORWAY M54 - PLANNING, DESIGN AND CONSTRUCTION
The paper describes the activities, spread over a period of 16 years, that resulted in the connection of Telford New Town to the national motorway network. Technical detail is restricted to that which is necessary or innovative, and the paper concentrates rather on the administrative and technical problems and consequences that are generated by delay and changes of policy. While the basic aim of connecting Telford to the motorway network was constant throughout, technical policy governing the means of achieving it changed considerably during the 16 years. (TRRL)
