A COMPARISON OF THE EXPERIMENTAL DYNAMIC PREFERENTIAL RUNWAY SYSTEM WITH THE MANUAL PREFERENTIAL SYSTEM AT JOHN F. KENNEDY INTERNATIONAL AIRPORT

The (DPRS) Dynamic Preferential Runway System, an experimental system developed and installed by TRACOR, was designed to break up long periods of continuous community exposure to aircraft overflight, while still distributing overflight as equitably as possible. A quantitative analysis of the operational effect of the experimental DPRS was performed on two months of operational data. The number of overflights and time of continuous exposure were tabulated for each of four community sectors surrounding JFK with respect to time of day and month. These tabulations were compared with those which would have resulted if FAA Kennedy Tower Bulletin 69-1 had been used to assign runways. The experimental DPRS was seen to substantially redistribute exposure patterns, although affecting less than 20% of all operations, resulting in much more equitable exposure for each community area.
