THE DISTRIBUTIONAL EFFECT OF BUS SUBSIDIES IN WEST YORKSHIRE
This article presents the results of an analysis of data collected in West Yorkshire concerned with the relationship between bus use and household income. Comparison is made with the results of an analysis of data from an earlier survey in West Yorkshire. This indicates that a higher proportion of bus journeys were made by members of low-income households in 1981 than in 1975. Data for the UK as a whole and for South Yorkshire substantiate this trend. The contributions by income group towards fares and subsidies are estimated and compared with the costs incurred to reveal who is subsidising whom. Finally, the distributional effects of a marginal change in various forms of subsidy are considered. (TRRL)
