TOWARDS NEEDS-BASED TRANSPORT PLANNING

Transport services are now being provided for those who do not have access to conventional public transport or cars. However, an appropriate needs-based transport planning methodology has not been developed in conjunction with the growth in actual schemes. This paper attempts to redress this imbalance. First, some key issues are stated as premises to a needs-based approach, and this is followed by an extensive discussion of the explosion in dial-a-ride, community transport and taxi schemes in London over the last two years. Two principal problems are then presented -the organisational issues and evaluation -and some progress is made towards the development of an analysis framework. Urgent research is required on both these issues, otherwise transport services based on need are likely to disappear. (Author/TRRL)
