THE MANAGEMENT OF MOTORWAY AND TRUNK ROAD MAINTENANCE IN THE 1980'S

Despite a large annual investment in road maintenance many highway engineers argue that not enough is spent on maintaining England's network of motorway trunk roads and paved local roads in good condition. It is suggested that the wide variation in expenditure between different authorities cannot be entirely explained away by differences in local conditions but points to deficiencies in maintenance management. The paper identifies four fundamental requirements to be considered when setting up a management system -an item inventory, a condition inventory, condition standards and condition specifications. These fundamentals are examined in detail and examples are given of current practices including the use of the chart and March surface condition inventories. 1981-82 road maintenance operations are discussed from the point of view of structural maintenance, recurrent maintenance, winter maintenance and financial control. Suggestions are made as to how maintenance management may develop in the 1980'S. (TRRL)
