RURAL TRANSPORT STUDIES VOL 3, EFFECTS OF ROAD USER CHARGES ON RURAL TRANSPORT

This volume presents information relevant to changes in road carriers fleet structure and operation that could be attributed to the New Zealand Road User Charges Act (1977), and evaluates the new distance tax in terms of transport costs facing farmers of different types located in different areas. Each vehicle is required to have a pre-purchased distance licence for a nominated maximum gross weight and a discretionary travel distance. Vehicles must always have a current distance licence when operating on public roads. Mobile plant operating mostly off roads have special time licences. Powered vehicles and their trailers are treated as separate vehicles unless they are permanently connected and registered as single vehicles. Distance travelled is measured by distance recorders (hubodometers). It is concluded that the road user charges act may have had some effect on the axle number composition of the rural fleet in the two year period since its introduction.
