FUEL CONSUMPTION SAVINGS FROM TRAFFIC MANAGEMENT: FINDINGS FROM A SCIENTIFIC AUDIT
There has been considerable variation in claims as to the energy savings which can be realised from urban traffic and transport management. To ascertain the validity of findings from particular energy-related studies it is necessary to subject them to a detailed audit. This note presents the results from the first stage of such an audit. An audit framework is developed which specifies the procedural elements and information requirements against which a particular study can be assessed. The procedural elements relate to the study context, the technical procedures and the inferences drawn. The primary information requirements relate to the various statistics of fuel consumed in a traffic system. The findings from a "first pass" audit of reported studies, using this framework, are then presented. These relate to the lack of a consistent body of fuel consumption information, the high variability in fuel consumption rates for any one vehicle, the state of knowledge of fuel consumption models and the lack of comprehensive evaluations of the energy-related aspects of traffic management schemes. Finally, the note lists the studies which relate to the realisable fuel savings from traffic management and which warrant more detailed audit in the second stage. (Author/TRRL)
