OPTIMAL SIGNAL CONTROLS ON CONGESTED NETWORKS
A formulation of the optimal signal control problem is studied in which network flows are assumed to satisfy the user optimal route choice criterion. The formulation consists of expressing the route choice conditions in the form of a single nonlinear constraint. It is then shown that an approximate penalty formulation can be easily obtained and an algorithm for solving the problem is presented. (Author/TRRL)
