THE UNRESTRAINED CHILD: PRELUDE TO TRAGEDY

This article examines reasons why children ride unrestrained in automobiles and concludes that, in essence, it is because their parents have not been victimized by the tragedy of a human collision, and consequently do not see a need for seat belts. Laws, such as that passed by the California Legislature which became effective January 1, 1983, and mandates the use of seat belts for all children under 4 years of age, are seen as necessary to achieve reduced injury and fatality rates.
