Truck survey data on vehicle use by age are used to create are based on an analysis of 86,615 vehicles and used to produce a procedure to differentiate between time and use. Vehicle depreciation due to use is shown to be based on predicting a vehicle's maximum potential life mileage, which provides the basis for determining the depreciation component of vehicle operating costs. This use-related depreciation is a function of road surface conditions based on relationships developed in the Brazil highway costs study. (Author)
