REBUILDING THE INFRASTRUCTURE IN HONG KONG. SESSION 18
Hong Kong has a population of over 5 million and an annual growth rate of 2.4 percent over the past decade. About 80 percent of the population have lived in urban areas with residential density averaging 60,000 per sq km. Over the past 20 years the Hong Kong Government has initiated a number of major development and transportation studies. In 1973 a public housing program was undertaken to provide permanent, self-contained homes for 1.5 million. To meet the 10-year housing target, an accelerated development of new towns was initiated; three such major communities are being developed. While development of New Towns has alleviated the degree of congestion that otherwise would have existed in the urban area, their growth has placed a heavy burden on the internal transport system which involved a daily 8.5 million passenger trips and over 325,000 vehicle movements. To assure mobility of people and goods an integrated multimodal transport plan was developed involving an improved road network, expanded public transport, and measures to achieve optimal utilization of limited road capacity. Individual studies of New Towns identified simple road network requirements, rail-based systems and a new light rail transit system for one area. A well designed street system is being constructed in each town. Expanding and improving public transit is a principal objective. A subway rapid transit system has been constructed to provide transport in the urban corridor. The center of government and business is on an island with the majority of population on the mainland. A toll tunnel has supplemented the original ferry service since 1972 and the subway provided another such route in 1980. Bus companies have expanded their equipment, routes and level of service. Continued planning is going on to provide housing and transportation for the growing population. A mathematical programming approach has been developed to provide for optimal land use.
