TOLL INCREASE IMPACT ON TRAFFIC AND REVENUE: A CASE STUDY. SESSION 12

The Delaware River Port Authority (DRPA) is a regional public agency serving transportation and maritime needs in southeastern Pennsylvania and southern New Jersey. The Authority owns and operates four toll bridges crossing the Delaware River as well as the 14.5-mile Lindenwold High-Speed Line. In 1981, a study was commissioned by the Authority to forecast traffic and revenue that would result from a toll change implemented September 1, 1981. The study reviewed changes from previous tolls, and used the findings to forecast traffic and revenue for alternative toll structures. Presented within this paper are a brief description of the baseline (1981) conditions at the time of the study, the methodology used to forecast traffic and revenue, a comparison of actual and projected traffic for the various bridges, and a discussion by the authors. This comparison in traffic is made for 1981, the year of the toll increase, and the subsequent year. (Author)
