HIGH SPEED PASSENGER RAIL TRANSPORTATION: CONCEPTS, COMPONENTS AND PLANNING. SESSION 3
This note examines the high speed rail system concept, reviewed selected system components, and identified study subjects for an initial technical feasibility study. The HSPR is a new transportation mode with a complete set of technical, operating and service characteristics which are different from the traditional railroad modes. In defining the HSPR, the differences between the two operations, (1) trains operating simply at high speeds, and (2) the high speed passenger rail system (SHPR), must be recognized. Both the Shinkansen and the TGV systems represent new dimensions of technical, operational and service characteristics, which possess much more stringent, disciplined and coordinated requirements than the traditional railroads in order to accomodate reliable, high frequency and safe high speed operation with coordinated service with other modes. Thus, the viability of high speed rail systems in North America is contingent upon the development of long term management, labor, financial and societal commitments which support the construction and maintenance of the capital facilities, and provision of service integrated in the total regional transportation systems. Therefore, planning of the high speed rail system involves the examination each of technical, operational and management specifications, and evaluates the feasibility of the regional and national environment to support it in terms of technology, management, financing, societal, labor and transportation policy.
