PUBLIC TRUST MOVES RHODE ISLAND'S TRANSPORTATION PROGRAM FORWARD. SESSION 2

Public trust does directly affect the ability of a Department of Transportation to proceed with comprehensive planning and implementation of transportation facilities. This fact is especially apparent in a state where funding for such facilities is based almost exclusively on voter approval of bond referenda. Key factors influencing a dramatic change in Rhode Island's transportation program included changes in the internal management and overall attitude of state employees, establishment of a priority system for ranking projects for implementation, and a conscious effort to involve the public in assessing overall need and type of transportation improvements. The two case studies examined in this paper were successful in changing a confrontation between local and state officials into a truly participatory process. (Author)
