WHY VALUE TRAVEL TIME? THE CASE AGAINST
The paper presents a case against the conventional practice of valuing travel time gains and losses in monetary terms in transport appraisal. It argues that such valuation is not only difficult and unnecessary, but also is inherently political. Only by divorcing such political judgements from technical advice can professionalism in transport planning be maintained. (Author/TRRL)
