With short-distance passenger traffic outside densely-populated areas declining regularly, the DB is having increasingly to replace regional trains by road services. The development of private car ownership and the tendency for people to move out of conurbations have brought about a radical change in the pattern of short-distance public transport. The DB must adapt to the new situation and organise its rail and road service offer in a way that guarantees modal complementarity: this formula will give customers value for money and ensure profitability for the DB.
