SPEED VS SPEED LIMITS IN CALIFORNIA CITIES

There is a great emphasis on speed and speed control relative to traffic safety, particularly by the general public. Whether that emphasis is justified is not the objective of this article. Unfortunately much of the emphasis is on the establishment, and posting, of speed limits in the questionable assumption that there is a real control of speed inherent in the posting of speed limits.
