PUTTING PEDALS IN PROPER PERSPECTIVE
The author highlights areas needing careful thought before the introduction of new cycle facilities in order to obtain "value for money". Safety for all road users should be ensured, using new signs if necessary. Needs should first be established by a study and a model developed accordingly. The objective should be discussed fully with local authorities and a long term as well as a short term programme of implementation drawn up. Public participation should be encouraged; a public exhibition with a questionnaire is recommended. Although construction work is normally of a minor nature, contractual and supervision problems can arise. Facilities for cycle parking should be provided in existing and new shopping areas as well as pedestrian areas. At present work should be encouraged in solving the problem of crossing roads safely, particularly at roundabouts. Each new facility should be monitored in a "before and after" study with full publicity given to results. (TRRL)
