THE NATIONAL TRAFFIC AND TRANSPORT ACCOUNT
DE NATIONALE VERKEER EN VERVOERREKENING
In recent years the Dutch Ministry of Transport has published several annual editions of the National Traffic and Transport Account (NTTA). These editions should have developed into a so-called social account, comprising all social welfare effects of the Dutch transport system. However this approach has raised some practical as well as theoretical problems. In this article the original intention of the NTTA has been analysed. A strong connection is demonstrated with the never realised idea of a general traffic fund, intended to be a trust fund for the whole Dutch transport system as far as public financing was involved. However this idea has been abandoned and that of a social account has been shelved. The new approach differs in various respects from the social cost-benefit analysis, rendering fundamental problems in terminology and methods of measuring. Hence the NTTA now appears to move more and more in the direction of general transport and traffic statistics. After an evaluation of the figures available in the NTTA, the article concludes with a plea for a real account, containing all financial information on the Dutch traffic infrastructure, i.e. roads, railroads and inland waterways.
