THE USE OF WHEEL LOCKS AT PARKING METERS IN AMSTERDAM

Since August 1983 the city of Amsterdam has used wheel locks as an experiment to enforce payment and parking regulation at parking meters. The results are very encouraging. The level of non-compliance has been reduced from 60% to 20%; long-time parking at parking meters has been reduced from 30% to 10%; the working method has proved to be effective, while costs and benefits are in balance once again. Application of wheel locks had been made possible by a provisional adaptation of the local parking bye-law: a permanent legal construction is being drawn up. (TRRL)
