THE DUI (DRIVING UNDER THE INFLUENCE) PROJECT
The California Department of Alcoholic Beverage Control initiated an experimental project in 1977 to reduce the number of licensed establishments repeatedly serving intoxicated people, particularly those likely to become drunk drivers. The focus of increasing enforcement was expanded to include a training component for licensees. The project involved a three-step process: drunk driving arrest reports from the California Highway Patrol and the Los Angeles Police Department were analyzed to determine where drivers were served alcoholic beverages; when a licensed premise was identified, the licensee was telephoned and invited to participate in a training session; and an arrest report identification following a training session or refusal to participate in training led to an enforcement assignment. Topics covered in training sessions included how to anticipate intoxicated patrons, factors affecting intoxication, effects of intoxication, problems and rationalizations in cutting off patron service, suggestions for when and how to cut off service, what to do after cutting off service, myths about alcohol, drinking capacity of people by weight, and potentially effective house policies. During the project, about 5700 persons were involved in training sessions and lectures in approximately 540 premises. Results indicated that trainers gained a more positive impression of training methods and a better working relationship with licensees. Trainees appeared to be more concerned with training issues.
