CONGESTION TOLL - A MEASURE FOR GETTING RID OF TRAFFIC CONGESTION IN CITIES

The rapid expansion of road traffic has enhanced the demand for roads. Traffic congestion poses a particular problem in cities, for the current urban structure does not lend itself to radical solutions (or, if it does, poses major problems of implementation), while numerous other measures aimed at reducing congestion are of limited range. When entering the traffic stream, drivers appear to disregard the cost which they force upon one another by creating congestion. The congestion problem might be resolved by introducing a congestion toll on the busiest facilities and during peak periods. The method for computing such a toll is outlined. Prior to introducing the congestion toll, its overall impact on the national economy should be analyzed. In technical terms, the collection of such a toll is feasible although it would probably entail high costs. However, the proposal should be analyzed comprehensively and empirically, rather than ignored or rejected a priori as unfeasible. (TRRL)
