APPLICATION OF SYSTEMS ANALYSIS TECHNIQUES IN THE MTA'S FIVE YEAR CAPITAL PROGRAM
Such a centralized agency as the MTA (Metropolitan Transportation Authority) was set up to manage the various parts with a regional perspective and with the hope that efficiencies could be achieved by handling the conglomeration of operating agencies incorporated into the MTA as a system. Systems analysis, a kind of 'intellectual technology,' has been called an explicit procedure for the orderly application of judgment. It is an analytical process which should assist the decision-maker in such a way that his intuition and judgment are better than they would have been without the results of the analysis.
