STATION MODERNIZATION STUDY PHASE TWO FINAL REPORT: SUMMARY THRU PARTS SIX B

The three phases of the project consisted of a progression from conceptual planning through development of selected guidelines to their application on specific stations being considered for modernization as part of the New York City Transit Authority's Five Year Capital Program. Phase 2, started in 1979 and concluded in 1981, included development of the planning and design guidelines for station modernization, analysis of case studies, recommendations for low-cost station improvements, and two special case studies of elderly/handicapped access and station newsstand improvements. After expansion of transit routes in the 1960s, the deterioration of existing NYCTA facilities came to attention. NYCTA's Station Planning Manual, originally prepared for design of new stations, was expanded to be more applicable to rehabilitation and modernization of existing stations. An analysis and design procedure was developed to foster consistency of approach in station modernization. A systematic process was to aid policy making, formulating and capital improvement and maintenance programs. These guidelines consist of 2 major sections: Section A covers functional component systems of a station and Section B focuses on typical spatial areas such as platforms, mezzanines and control areas. Three stations were selected for detailed analysis and preparation of modernization plans. Case studies are presented in detail with full documentation of the stations' problems, needs and efficiencies, opportunities, and budget details. Low cost station modifications include security problems, more orderly placement of station elements, and expanded commercial development patential. The E&H Study examined accessibility to all NYCTA Stations. With leases expiring on many newsstands, they were examined with respect to design and location as affecting appearance and security, and movement and safety problems.
