EFFECT OF RANDOM BREATH TEST LEGISLATION ON ROAD ACCIDENTS IN VICTORIA
Random breath testing was introduced in Victoria in July 1976. This report examines the effect of this countermeasure on road accidents reported to the police during the first year of the random breath test legislation. It was concluded that during its first six months of operation with relatively low enforcement, the random breath test legislation resulted in small reductions in alcohol-related accidents throughout Victoria. Increased enforcement applied to selected experimental areas in Melbourne for one week at a time resulted in a large reduction in alcohol-related accidents in the outer suburban areas for a period of up to two weeks following the application of the enforcement.
