A STUDY TO IDENTIFY EFFECTIVE, EFFICIENT AND TRANSFERABLE MINORITY BUSINESS ENTERPRISE (MBE) STRATEGIES WITHIN A MULTI-MODAL TRANSIT SYSTEM. FINAL REPORT. RESULTS, FINDINGS AND RECOMMENDATIONS

This study provides guidance on the most effective methods for promoting full participation by minority business enterprises (MBEs) in transit-related opportunities. While historically the development, construction and operation of a rapid transit system offers business opportunities, MBEs have ben unable to secure any significant amount of such business. The study identifies effective and transferable MBE strategies; identifies operation, maintenance and land-development phases of a new rapid transit system; identifies key decisions in transit system development which have substantial impact on MBEs to compete for business; and identifies the entry mechanisms (policies, procedures and programs) which should be put in place and issues which must be raised at each critical entry point to facilitate participation by MBEs.
